Russian Customs Union Commission has issued a ruling that increases duty on used and retreated tyres

According to the Customs Union Commission decision № 347 from 17, August 2010 “About the adjustment of import duty rates for used and retreat tyres”  duty rates for tyres used at  passenger cars, buses and trucks being used or retreated were increased.


The Customs Union  Commission has ruled that the import duty on used tires be fixed at 20% of the price, but not less than 20 Euros per tyre. This decision being officially issued by Customs Union Commission at 23, August 2010 and is to come into effect in 30 days after.



The ruling came following a  lobbying by two tyre producers – OJSC “SIBUR-Russian Tyres” and OJSC “
Nizhnekamskshina”.
This decision is aimed at reducing import of used and retreated tyres which decrease safety of driving and cause considerable damage to the environment. What is more, limited used tyre life-circle is one of the reasons why the burden of recycling used tyres is being increasingly shifted to Russia. In 2009 the level of  used tyres import increased by 7% as compared to 2007 – the year before crisis and amounted to 932 000 tires.
